This presentation explores the ethical challenges of Artificial Intelligence (AI) in Africa, with a specific focus on Madagascar. Building on a research trajectory in bioethics and applied ethics, and on the institutional foundations established through the creation of the Center for Bioethics and Applied Ethics (CBEA) and the Research Ethics Committee (CER) at the University of Antananarivo, this work examines how global ethical principles can be reconciled with local realities.
In Madagascar, as in many African countries, AI technologies are emerging in key sectors such as education, governance, and health. However, this rapid deployment occurs in the absence of a robust ethical framework and institutional culture of ethics. This situation raises crucial questions about justice, inclusion, data protection, and the risk of importing unsuitable models from the Global North. The project therefore aims to address a double challenge: fostering an ethical culture while designing governance models adapted to African epistemologies and socio-institutional contexts.
