Storyline:
What is the worst thing Zira could do to Simba? No, not to kill him, but to kill the one he loves the most: His daughter, Kiara.
So through the years for Zira Kiara has become a symbol for all the hate she feels for Simba's family - and this hate gets out of hand and even turns against Zira's own family...
Of course you're free to interpret this so that Zira's lesbian but for me personally it doesn't make sense for her to fall in love with Kiara. So this is my interpretation:
The plan is to set fire and let Kiara die in the flames. But Zira - in her lunatic hate - wants to leave Kiara to "choose" either to die in the flames (= Fire) or be killed by her own claws (= Be Mine).
