Kabul Arzan Qimat City, also known as Ahmad Shah Baba Mina, is a neighborhood in the eastern part of Kabul, Afghanistan, located in the 12th district of the city. The area was initially built in 1983 by the Kabul Municipality and the Central Council of Afghan Workers' Union as an affordable housing project for the poor and working-class government employees.

At the time, land in the area was sold at a very low price—about $2.50 per 180 square meters (around 5,200 Afghanis). The area has developed significantly since then and is now a modern residential neighborhood with new buildings, paved roads, markets, and shops.

Although originally built as an affordable area for low-income families, it has grown into a more mixed neighborhood, now home to middle-class residents. The area is roughly 13 kilometers from the center of Kabul city. Many of its residents come from eastern provinces of Afghanistan, and it has a significant Pashtun population.

While the neighborhood did not have electricity until 2008, it now has modern utilities, although some residents still rely on underground water pumps or other methods to access water.

The area is also close to the notorious Pul-e-Charkhi prison and is named after Ahmad Shah Baba, the founder of Afghanistan. Today, it is a bustling, modern part of Kabul, though its original, low-cost housing legacy remains evident.
