Windows Phone 8.1 builds on the NT kernel that was introduced in Window Phone 8. Users can expect to buy devices loaded with Windows Phone 8.1 later this month.

The introduction of Cortana and a notification center are by far the biggest headline changes coming to Windows Phone 8.1. Although you will find plenty of smaller fixes that all together add up to a substantial new experience.
