South Sudanese Harvard scholar Dr. Luka Biong Deng has recently suggested that South Sudan should proceed with partial elections in 2026, electing only the President, Governors (or Chief Administrators), and Commissioners, while deferring elections for the legislature.
In this video, I examine why this proposal is extremely dangerous for South Sudan’s fragile democracy. A legislature is not a ceremonial institution; it is the primary body responsible for checking executive power, ensuring accountability, passing laws, and representing the people. Electing the executive branch without simultaneously electing a legislature would concentrate power in the hands of a few individuals, weakening oversight and opening the door to authoritarian rule.
Ignoring the legislature undermines the very principles of constitutional governance and separation of powers. At a time when South Sudan urgently needs stronger institutions, accountability, and public trust, sidelining parliament would move the country backward rather than forward.
