Milky gearbox oil in an outboard is fairly common. It reaches the gearbox through poor seals - at one of the following:
The vent, fill and drain plugs
Propeller Shaft
Drive Shaft (under water pump)
The good news is, gear case seal kits include all the parts you need and, are £50-70 so, as soon as you identify an issue, it's good practice to replace all seals.
