Omega Rugal is the hardest boss in the game (which is ironic, since he's the easiest to get to), as expected of Rugal. This version also has some different moves, like Kaizer Wave being replaced with a new barrier move, which can also be done in the air.
How do you fight him? You force him to use Genocide Cutter and hit him right afterwards.
