✔️𝗗𝗮𝘂𝗱𝗶 𝗢𝗰𝗵𝗲𝗻𝗴 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 (𝗞𝗬) 𝗞𝗮𝗯𝗮𝗸𝗮 𝗬𝗲𝗸𝗸𝗮 𝗢𝗽𝗽𝗼𝘀𝗶𝘁𝗶𝗼𝗻 𝗖𝗵𝗶𝗲𝗳 𝗪𝗵𝗶𝗽

He was the son of an Acholi chief, Rwot Lacito Oketch. He became a Member of Parliament representing the Kabaka Yekka party, a loose alliance formed to champion the interests of Buganda. He was also the Opposition Chief Whip.

He enjoyed a special relationship with Kabaka Mutesa II, the first President of Uganda, and as a result he was made a member of the Buganda parliament, the Lukiiko. He was the one who moved the Gold Scandal motion in the Uganda Parliament, alleging that the then Prime Minister Milton Obote and Army Commander Colonel Iddi Amin, were engaged in smuggling gold from the Congo Kinshasa, current Democratic Republic of Congo (DRC) in the 1960s.

He was educated at King's College Budo, Makerere College, and the University of Wales, before returning to Buganda after graduation. He was elected to Buganda Lukiiko in 1962 and the Parliament of Uganda in 1964, representing Mityana on behalf of the Kabaka Yekka (KY) party.
