To clarify, only clones and targets of Order 66 are counted here. The Jedi are the targets of Order 66 and anyone who helps or aids them also becomes a target. This is why R7 and the other 2 droids are counted here. Characters such as the Boga varactyl Obi-Wan was riding is not included as it is not a direct target of the Order, it merely just so happened to get caught in the crossfire when Cody ordered Kenobi's execution.
