A racing game this is listed as. Definitely a race that's for sure! Road Runner on the NES is one of those games that offers you little to no help while trying to escape from Wile E. Coyote from stage to stage while it progressively gets more difficult. I never saw the arcade cabinet this is based off of (according to the preview picture) so not sure on how that was play wise. This one, the NES Tengen version, has a very good replay value on just how much farther you can get from level to level!
