This 16mm film contains the short film Thunder and Rain, which describes and portrays Caesar Rodney's famous ride from Dover, Delaware, to Philadelphia, Pennsylvania. It was produced under the sponsorship of the Historical Society of Delaware with the help of other organizations. It begins with a monologue by the host, who represented the everyman of Delaware at the time of the American Revolution and served as the narrator of the short. The bulk of the film consists of a recreation of Caesar Rodney's ride, describing the process of traveling from Dover to Philadelphia. Throughout the film, brief vignettes describe the condition of Delaware at the time and people's thoughts, including Rodney's. The film also dramatizes Rodney's stops along the way, including his stop to change horses, his visit to a doctor for care, and a stop at an inn. The film concludes with his arrival in Philadelphia and his vote at the Continental Congress.
