Subject: Request for independent inquiry into the killing of Constable E. Pramod and alleged encounter of Shaik Riyaz by Nizamabad Police-Req-Reg
Respected Sir,
I, Amjed Ullah Khan, Spokesperson of the Majlis Bachao Tahreek (MBT), respectfully submit this representation seeking the intervention of the Telangana State Human Rights Commission in the matter of the killing of Constable E. Pramod (CCS, Nizamabad) and the alleged encounter of Shaik Riyaz by Nizamabad Police on October 21, 2025.
While the police have described the incident as an act of self-defence, several inconsistencies and lapses have emerged, raising serious doubts about the official version. The entire sequence of events - from the arrest of Riyaz to his death - reflects possible human rights violations and procedural negligence that merit independent investigation.
The facts as gathered are as follows:
Shaik Riyaz, a known offender reportedly involved in over 63 criminal cases, was arrested and being transported by only a Sub-Inspector and a Constable on a two-wheeler. This is a gross violation of standard police escort protocols.
Constable E. Pramod was fatally attacked during this process, indicating severe operational lapses.
Riyaz was later re-arrested after injuring a civilian, Syed Asif, and was admitted to the Government General Hospital, Nizamabad.
On October 21, 2025, while under police custody in the hospital, Riyaz was allegedly shot dead by police who claimed he tried to escape.
The sequence lacks transparency - no CCTV or video footage has been released, and eyewitness accounts have not been independently verified.
The nature of the incident suggests possible extra-judicial action and violation of custodial safeguards, which fall directly under the purview of the Human Rights Commission.
In light of the above, I request the Telangana State Human Rights Commission to:
1.      Take suo motu cognizance of the Nizamabad incident and order an independent inquiry into the circumstances leading to the killing of both Constable E. Pramod and accused Shaik Riyaz.
2.      Direct the State Government to preserve and produce all CCTV/video footage, medical records, post-mortem reports, and communication logs related to the incident.
3.      Ensure that witnesses and injured individuals, including Syed Asif, are protected and their statements recorded before a neutral judicial officer.
4.      Recommend interim compensation for the family of Constable Pramod and appropriate recognition and support for Syed Asif.
5.      Submit its findings and recommendations to the State Government within a stipulated timeframe to uphold public faith in the rule of law.
The Majlis Bachao Tahreek stands for lawful and transparent policing, and we strongly believe that only an independent inquiry under the supervision of the Telangana State Human Rights Commission can bring out the truth and restore public confidence.
