when the UE attaches for the first time to the network, it will identify itself during the attach procedure, by sending its IMSI, in the attach request message.
from security prospective, the UE should not frequently send its IMSI, to identify itself, while communicating with the network, over the radio interface. Therefore, as a result of the attach procedure, the MME assigns a temporary identifier for the UE, which is called, GUTI. The MME will send this GUTI, to the UE, in the attach Accept message , sent from the MME to the UE.
