Iraq breaches the cease fire and refuses to let a United Nations inspection team search for equipment used to make fuel for nuclear weapons. The Iraqis use small arms fire at the UN inspectors, firing into the air. The UN observers claim they have caught the departure of trucks containing nuclear materials on camera at an Iraqi military base. President Bush calls Saddam a "brutal bully" and says "the man has no shame."
Under the terms of the Persian Gulf War cease fire, Iraq agreed to scrap all of its equipment and materials related to weapons on mass destruction.
