Step by Step Guide:
Step 1: Complete the game
Step 2: Start a New Game Plus
Step 3: Enter the pet store next to Big Jay's on Neely St (east side of south vale) and pick up the first part of the dog key (backroom on the left)
Step 4: When you reach Munson St (West side of south vale) there is a house with a gate that has a bone on it. Head through the gate and pick the second half of the dog key up from the kennel
Step 5: Use the key on the Observation room, 3rd floor at the Lakeview Hotel
Step 6: Enjoy
