فعالیت و تبلیغات نهادهای حقوق بشری تحت نفوذ مخالفان، که عمدتاً کمونیست‌های مخالف شاه بودند، یکی از چالش‌های اساسی دولت شاهنشاهی ایران در دهه ۱۳۵۰ محسوب می‌شد. این مسئله تضادی پیچیده میان گفتمان توسعه‌گرایانه شاه و انتقادات بین‌المللی ایجاد کرد و به مخالفانی که حقوق بشر را به ابزاری برای مبارزه سیاسی خود تبدیل کرده بودند، فرصتی برای تبلیغات گسترده علیه حکومت داد.
The activism and propaganda of human rights organizations influenced by the Shah’s predominantly communist opponents posed a significant challenge to the Iranian monarchy in the 1970s. This created a complex contradiction between the Shah’s development-oriented narrative and international criticism, providing opponents—who had weaponized human rights as a political tool—with an opportunity for widespread propaganda against the government.
