This is a small demo I've made in Python, to get a better grasp on procedural generation. As one zooms, dimmer and dimmer stars are generated and displayed inside of the viewport (right plot). Only regions intersecting the viewport are touched, with others being pruned from the underlying data structure as the viewport changes.
At present, the sizes and colors obviously aren't entirely accurate (both are a function of LOD depth, with size decreasing exponentially and color cycling through the Matplotlib standard color progression). A quadtree handles a lot of the underlying logic around which cells/stars are and aren't visible.
