Today, I'm going over a budget commander deck that I've built around The Watcher in the Water, a large commander that can take a bit to get moving itself, but makes a bunch of tokens to aggressively swing at opponents both in hopes of dealing combat damage, but also to free our commander to swing as soon as possible.
