At the rim of a windswept coast, after the Enclaves (OSF-026) were seized, Mara fled to the water with the last resistance and raised a shelter called Secluded Shore (Breakwater): bare concrete, sea-glass corridors, and rooms tuned to the tide. The regime took their forests and halls, not their purpose: here the ocean hides them. Wave chambers harvest the surf and scramble signals; the milky glass along the shore veils surveillance to haze; shallow pools are sighting wells that, when the wind leans right, reveal routes to inland safehouses. A black sea stack keeps watch as storms roll in. When weather swallows the coast, Breakwater dims and drifts into noise, its power riding the breakers until search planes pass. At dusk she walks the wet sand, letting the water strip what was taken; what returns is steadiness and a vow: the Enclaves are gone, but their work is not. This place is shelter, signal, and promise, built where land ends so hope can begin again.
