Diving is your buddy. Change it to high. To dive you should press jump + directional button other than Waffle face direction. It's hard using analog with gamepad, the best way is playing using d-pad touchcreen on emulator.

This crappy game can be very nasty. I'll say it this is not a good game but not bad game either. I just love the Mega Man Legends graphic vibe.
