High-level is the goal (but why?)

People who have heard of "Handmade" programming usually associate it with low-level programming. This makes sense, because the whole community was spawned by Handmade Hero, Casey Muratori's famous series where he creates a game and engine live on stream, completely from scratch, without libraries. But how is this approach to programming tenable? Should no one ever use libraries? Shouldn't we strive for higher-level, more expressive ways of programming? If so, what is the point of low-level programming these days?
