Sims 4 but Each Room is a Different Room?

Absolute Disaster.
Trying my luck in the sims 4 where I try to build a house, but the challenge is that each room is a different room. How does this work? well, I have a shell and a floorplan, but the wheel will decide what the actual rooms are gonna be.
