UPDATE AS OF SEPTEMBER 2023:
As of the Teal Mask update outbreaks can spawn forms other than the base form. This means outbreaks can include other forms of Pokémon like Tatsugiri, Tauros, and Floette.
Additionally, Authentic Sinistea outbreaks are now possible.
This update also fixed the off by one error that stopped authentic Sinistea from spawning with encounter boost sandwiches meaning Shiny Authentic Sinistea can be hunted with encounter power 3 ghost now.
