We finally see magic collide with the Muggle world: Dementors in Little Whinging and a Ministry obsessed with control, surveillance, and denial. The Order of the Phoenix emerges as an imperfect resistance, while the Ministry itself becomes the villain.
Highlights include:
• Luna Lovegood, instantly one of the series’ most authentic characters
• Neville’s rise, and the revelation that the prophecy could have been about him
• Harry’s scar evolving from danger signal to emotional vulnerability
• The terrifying vision of attacking Arthur Weasley through Nagini’s eyes
• Dumbledore’s escape, the Ministry battle, and the prophecy revealed

Despite the ambition, execution drags:
• The book takes hundreds of pages to get moving
• It’s the most frequently abandoned entry
• Grawp and several subplots feel unfinished
• Thestrals and the Ministry hearing raise continuity and logic issues

Some choices actively hurt the story:
• Adults repeatedly fail Harry by withholding information
• Occlumency becomes a fatal flaw no one truly helps him overcome
• Umbridge banning practical magic endangers students

Order of the Phoenix isn’t bad — but after Book 4 raised the bar, it tests patience and momentum like no other entry. That risk is why it’s still argued about today.
