Yes in God’s Back Yard (YIGBY), Senate Bill 4, signed by Governor Gavin Newsom, permits “by right” affordable housing projects on sites owned by nonprofit colleges and religious institutions, such as churches, mosques, and synagogues. Starting in 2024, they are eligible for a streamlined review that can bypass most local permitting and environmental review rules that can be costly and lengthy.
