Nashville DEC director on leave after investigation reveals 'culture of fear and mistrust'

An outside investigation has identified significant problems with the human resources operations at the Metropolitan Department of Emergency Communications (DEC), and Mayor Freddie O’Connell has placed its director, Steve Martini, on administrative leave.

Attorney Luther Wright, of Ogletree Deakins, investigated at the request of the city after concerns were raised by DEC employees, including a sexual harassment complaint filed by 911 dispatcher Hannah McGuire.

The report did not find evidence that the delays were intentional or directed by Martini, but it did note that he has ultimate responsibility for the HR function and its management.

In a statement Friday, Mayor O’Connell said the report outlined “serious factual findings substantiated against Director Steve Martini and the functions he oversees.”

O'Connell said he requested Martini’s resignation, which was declined, and that Martini has now been placed on administrative leave while a formal disciplinary process begins. An acting director has been appointed to lead DEC.
