This is how the 2026 Regina budget wound up with Appendix M13: a 14 page list of cuts to every aspect of city business. At the Sep 16 2025 special budget meeting, ward 2 councillor proposed finding out what would happen if instead of an annual mill rate increase, the city had a five percent mill rate decrease. This video collects Rashovich's initial pitch, all the discussion on the request that followed and ends on the council vote.
