最近，我们收到多位老朋友的来信，反映一个重大动向：就在美国中央情报局公开发布策反、招募中共官员的视频前夕，中共中央突然启动了一场史无前例的大排查。由政治局委员、书记处书记、中央组织部部长石泰峰亲自牵头，在全党、全军、全国范围内，全面摸排中共各级官员的海外关系、出国记录、家庭成员的海外旅行史与社会关系等信息。目前，各级单位已经开始系统填表，中央下达的命令是：全面清查、逐人建档、分级评估，尤其要精准掌握潜在的“间谍风险”。
对于内蒙古的官员来说，这一套手法并不陌生。五年前，石泰峰担任内蒙古党委书记时，就曾主导过“倒查煤炭资源20年”的风暴式清查，导致大批地方干部“人财两空、进退无门”。不过，这一次的排查规模不再局限于一个省份，而是覆盖整个国家系统，且直指“海外”这一敏感领域，其力度和深意，远远超出以往。
这一做法在中共内部掀起巨大震动。不少官员私下惊呼：这是“文革味”越来越浓了！如此雷霆出击，究竟是在防谁、怕什么？又是在为哪一步棋做准备？这背后反映出的，是一种彻底的不安全感，还是中南海正在面临一场他们自己都无法掌控的危机？
Shi Taifeng Rectifies the Party! Nationwide “Spy Risk” Sweep of All Officials

Greetings, friends. Today is Monday, May 5, 2025. Welcome to this edition of “Inside Perspective on China.”

Recently, we have received letters from several long-time friends reporting a major development: just before the CIA publicly released a video aimed at turning and recruiting CCP officials, the Chinese Communist Party suddenly launched an unprecedented nationwide sweep. Personally led by Politburo member, Secretariat Secretary, and head of the Central Organization Department Shi Taifeng, the initiative aims to comprehensively investigate CCP officials across all levels within the entire Party, military, and nation. The investigation covers overseas connections, travel history, overseas travel records of family members, and social relationships. Currently, units at all levels have begun systematically filling out forms. The central directive is: conduct a comprehensive screening, establish individual files, implement graded risk assessments, and—most importantly—precisely identify potential “spy risks.”

For officials in Inner Mongolia, this approach is all too familiar. Five years ago, when Shi Taifeng served as Party Secretary of Inner Mongolia, he led a storm-like investigation into “20 years of coal resource allocation,” which left many local officials “with neither people nor wealth, and no way forward or back.” However, this time the scale of the sweep is no longer confined to a single province, but spans the entire national system and targets the sensitive realm of “overseas” affairs. Its intensity and deeper implications far surpass anything seen before.

This move has caused a huge stir within the CCP. Many officials have privately exclaimed: this reeks more and more of the “Cultural Revolution”! Who exactly is this thunderous strike meant to guard against, and what are they afraid of? What move is being prepared? What this reveals is either a deep-seated sense of insecurity—or that Zhongnanhai is facing a crisis beyond even its own control.
