Most cacti seeds sprout readily if you sow them correctly and they are fresh seeds however there are some cacti seeds that require Stratification like Sclerocactus and mammillaria saboae groupe and subspecies. Fresh seeds of mammillaria saboae are already more difficult to obtain since the seeds are Cryptocarpic meaning they are buried in the cactus body.
I tried using sandpaper to thin the seed shell but ended up just killing the embryo of the seed so I kept nicking the seeds with a very sharp blade.
Today after 7 days I have my first sprout and if the germination rate is high in the coming weeks I'll do this too all my difficult cactus seeds.
