Western Washington faces a significant gap in accessible decant waste disposal options for sediment collected during stormwater infrastructure maintenance, such as street sweeping and catch basin vactoring. The P3 Decant Facility Study is assessing the feasibility of a publicly owned, privately operated facility to serve public agencies and address regional capacity and accessibility challenges. Through research, economic analysis, and collaboration with a Technical Advisory Committee, the study will inform a customizable RFP and contract framework to support future decant facility development.
