In 1936, Atlanta became the site of the first public housing project in the country, the Techwood Homes. The Atlanta Housing Authority (AHA) was founded two years later, in 1938.
Techwood was intended for white tenants only so the University Homes was completed in 1937 and was designated for blacks only.
Since being established, AHA has been closely associated with slum clearance. The authority used federal funds to clear slums and construct public housing projects until 1956.
The projects were desegregated in 1968 and in the 1970s, the rate of construction of public housing projects was doubled, and about 5,000 units were added.
White flight occurred and blacks became the majority in public housing projects. The crack epidemic destroyed public housing projects in Atlanta. Gangs used the complexes to sell their drugs and violence increased rapidly.
Some of the gangs that dominated the projects include the Miami Boys, Herndon Homes Boys, Terry White Crew and the John Hope Robbing Crew.
When Atlanta won its bid to host the 1996 Olympics, the city’s leaders thought that the public housing developments would be an international embarrassment. AHA won Federal Hope VI funding to demolish the public housing projects, making Atlanta one of the first cities to do so.
By 2011, all traditional style units were demolished or sold to private entities. The AHA replaced most of the projects with mixed-income developments.
