In ancient Tehran, the Revolutionary Guards were also known as the Saltanat Abad. Most of the land in this neighborhood was barren and it was not possible to farm in all areas.
Nasser al-Din Shah, noticed that it was not possible to use all the lands of the Saltanat Abad, ordered the construction of a coin minting workshop in this area. After the construction of the workshop, many people from other parts of Tehran came to this workshop for work. There were no vehicles at that time and they had to travel a long way to get home. The coin mint workers later decided to move their residence around the factory. For this reason, they engaged in construction in the barren lands of the Saltanat Abad.

Although the Saltanat Abad was a barren land, it was surrounded by the temperate regions of Tehran. After a while, Nasser al-Din Shah was attracted to the Saltanat Abad. He ordered his men to build a palace in the area. Around 1276, he built his palace in the Saltanat Abad. After the construction of the Saltanat Palace, he allowed his courtiers to build a house around the palace. In the same way, this neighborhood was settled.

This neighborhood was the headquarters of SAVAK during the Pahlavi era. After the victory of the Islamic Revolution, the first base of the Islamic Revolutionary Guard Corps was built in the Saltanat Abad. After the construction of the Revolutionary Guards base, SaltanatAbad changed its name to Pasdaran. Construction in this neighborhood began in the early 1950s and reached its peak after the victory of the Islamic Revolution

در تهران قدیم ، خیابان پاسداران با نام سلطنت آباد نیز شناخته می شد. بیشتر زمین های این محله بایر بود و امکان کشاورزی در همه مناطق وجود نداشت.ناصرالدین شاه که دید امکان استفاده از همه خاک سلطنت‌آباد وجود ندارد، دستور ساخت کارگاه ضرب سکه را در این منطقه داد. بعد از ساخت کارگاه بسیاری از مردم از سایر نقاط تهران برای کار به این کارگاه مراجعه می‌کردند. در آن زمان وسیله نقلیه وجود نداشت و آن‌ها به ناچار باید راه زیادی را برای رسیدن به خانه‌‌هایشان طی می‌کردند. کارگران کارگاه ضرب سکه بعد از مدتی تصمیم گرفتند که محل زندگی خود را به اطراف کارخانه منتقل کنند. به همین دلیل به ساخت‌و‌ساز در زمین‌های بایر سلطنت‌آباد مشغول شدند.

با اینکه سلطنت‌آباد زمین بایری بود، اما در محاصره مناطق خوش آب‌وهوای تهران قرار داشت. بعد از مدتی نظر ناصرالدین شاه به سلطنت‌آباد جلب شد. او به افراد خود دستور ساخت کاخی در این منطقه را داد. او در حدود سال ۱۲۷۶ به ساخت کاخ خود در سلطنت‌آباد مشغول شد. بعد از ساخت کاخ سلطنت‌آباد او به درباریان خود اجازه ساخت خانه در اطراف کاخ را داد. به همین ترتیب این محله آباد شد.

این محله در زمان پهلوی مقر ساواک بود. بعد از پیروزی انقلاب اسلامی نخستین پایگاه پاسداران انقلاب اسلامی در سلطنت‌آباد ساخته شد. بعد از ساخت پایگاه پاسداران، سلطنت‌آباد به پاسداران تغییر نام داد. ساخت‌وساز در این محله از اوایل دهه ۵۰ شروع شد و بعد از پیروزی انقلاب اسلامی به اوج خود رسید.
