The Government of Odisha has introduced a new program called "Buffalo Entrepreneurship Development" with the aim of increasing milk production and improving the availability of milk per capita. This scheme also aims to provide livelihood support and income generation opportunities to small and marginal farmers through Dairy Husbandry activities. Additionally, it seeks to provide nutritional support to families by making milk available at their households. The ultimate goal is to uplift the socio-economic status of rural farmers.
Under this scheme, eligible beneficiaries will receive a back-ended subsidy of 60% for SC, ST, PWD, Women, and Transgender categories, and 50% for the General category. The subsidy amount will be directly transferred to the beneficiary's bank account through the Direct Benefit Transfer (DBT) mode in two phases, as recommended by the Block Level Committee and approved by the CDVO. This scheme will be implemented across all 30 districts of the State.

The unit cost for this scheme is Rs. 1.97 lakhs, and it includes the procurement of 1+1 Graded Murrah She Buffaloes in two phases.
