This is a promo advertising the premiere of The Tammy Grimes Show, which only lasted 4 weeks. Taken from TV Obscurities article about the show. It also contains some clips from the pilot which was never aired and in color (most copies only survive on black and white kinescope copies). I really like the 2 remaining episodes to be uploaded on YouTube some day but we will have to wait and see.
