This was a 2013 Mini R57. While performing a parasitic draw test with your multimeter, you need to let it sit for an hour after you begin, so all the modules can go to sleep.
From my experience, normal draw will start at 4.5 amps, than go down to 375ma, than 250ma, and finally approx. 10-20ma.
In this case, the vehicle would not get below 125ma. Determined fuse 49 was the source, which only powers the factory stereo amplifier. Found water damage on circuit board. Used amp fixed the problem.
