India’s Ministry of Environment panel has approved the 260-megawatt Dulhasti Stage-II hydropower project on the Chenab river in Jammu & Kashmir’s Kishtwar district while the Indus Waters Treaty with Pakistan remains in abeyance. The treaty, originally signed in 1960, allocated the western rivers—including the Chenab—to Pakistan’s use under agreed obligations
