When a government entity or a court takes up a matter suo moto, it is taking up the matter “on its own motion”. That means of its own accord. Or on its own initiative.
Consider courts. Normally a court hears cases where there is a plaintiff, i.e., an entity that filed the case and a defendant, i.e., an entity against whom the case is filed.
In a suo moto case, there is no external plaintiff. you could say the court itself is the plaintiff.
