I tried every single Enlisted perk so you don't have to, and here are the results. These Enlisted soldier perks and abilities are the best, as ranked in a tier list. And these 5 soldier perks gave me my 80% win rate in Enlisted across all campaigns and factions (Germany Axis, Italy, Britain, USA, Soviets, Japan).

These include the +35% vitality perk, -40% vertical recoil ability, +15% sprint speed, +75% medpack usage speed and +12% firearm reload speed among many other perks. We cover all perks for infantry, tankers and pilots soldiers.
