In this case the blower motor is not working because of a mechanical fault. Basically the motor is seized and not turning. Trouble code 04F9 Fresh air blower mechanical fault. Powers and grounds are good. The blower motor resistor is good too. A visual inspection leads me to believe the trouble code and focus on the mechanical side of things. I use penetrating oil to free the motor shaft from rust that has accumulated over CV19 time when cars when not driven.
