The Fulton County Authority was founded in 1981 to operate the Erie Lackawanna mainline from Rochester, Indiana to Monterey. They interchanged with the Tippecanoe Railroad in Monterery, and used their equipment. In 1983, however, the FC abandoned their entire line accept for a 1-mile segment from the N&W IMC line (Indy-Michigan City), and a grain elevator in Rochester.

Indiana Hi-Rail assumed operation of the IMC in 1989 through a "Thoroughbred Lease." Operation was conveyed it to the Fulton County after Indiana Hi-Rail's bankruptcy. FC now operates the 1-mile segment of the EL and the IMC line north to the Norfolk Southern interchange at Argos.

This rare footage shows the operation pulling a string of covered hoppers from the grain elevator on the EL segment west of town to the interchange with the IMC. He then backs the cars north on the IMC to a larger grain elevator. Alco C420 #315 is ex-Indiana Hi-Rail and was built in 1966 for the L&N.
