This video shows how to replace the windshield cowl on 2000-2006 BMW 3 series. The procedure is very similar though for other BMW's, and can be used as a reference to do the job on other models and generations.
The windshield cowl is plastic with molded rubber that seals to the bottom of the windshield. Over time this deteriorates and can allow water and other debris in, possibly into the cabin. Signs of failure are cracking, discoloration, and curling up near the windshield causing an improper seal.
Extra tips of advice are that if for some reason the wiper arm is extremely stubborn to remove, using a battery terminal remover can be a trick if you see that the wiper is not budging and are afraid of breaking anything. I sprayed a little lubricant in between the fastener and the threaded stud to help aid in removal. The cowl covers are optional that I show and are not necessary in replacing.
Double check to make sure before putting in the new windshield cowl that all old clips are removed and not blocking holes for the new cover or you will damage the new windshield cowl and or clips. If you happen to damage any of the clips the part number for those on the E46 is: 51718234698
