This is to provide reference for Department of Public Works and Highways' (DPWH)
requirement to ensure that all qualified and competent materials engineers will
be assigned by the contractors and consultants.
About the Channel
This channel is intended to give information and ideas to construction consultants, contractors,
civil engineers, materials engineer, project engineers, construction project supervisors and everyone in the construction industry.

Department Order No. 70 Series of 2016
Subject: Adoption of Compacted Thickness of 200 mm in Item 200 - Aggregate Subbase Course and
Item 201 Aggregate Base Course in Concrete and Asphalt Paving Works of National Roads.
In order to ensure the efficient utilization of equipment and manpower resources in the implementation of various DPWH infrastructure
projects, the existing standard specifications of the above-mentioned Items need to be improved/modified.
Paragraph 2 of Subsection 200.3.3 (Spreading and Compacting) of the DPWH Standard Specification for Highways, Bridges and Airports, Volume
II, 2012 Edition (Blue Book), state that: "...Where the required thickness is more than 150 mm, the aggregate subbase shall be spread and compacted in two or more layers of approximately equal thickness, and the maximum compacted thickness of any layer shall not exceed 150 mm."
However, due to the advancements in construction technology wherein compaction equipment of higher compactive effort is already available and in order to optimize time and effort during road construction, said provision needs to be revised and modified accordingly.
Henceforth, it is hereby prescribed that the maximum compacted thickness per layer for both aggregate subbase and basecourse (Item 200 and Item 201 of the Blue Book, respectively) shall now be 200 mm, to be spread and compacted in one layer using vibratory roller equipment with at least ten (10) metric tons capacity, until the required field (in-situ) density of at least 100% of the prescribed maximum dry density is attained. Other provisions of the said Items of Works remain the same and
shall be strictly followed. Test requirement on these items shall be based on the approved revised Minimum Testing Requirements (MTR).
This Order shall take effect immediately.
