During a major calamity, such as fires, floods, earthquakes, etc., many political and elected officials want to control prices to prevent high prices.
However, what ends up happening is that the price controls actually caused a shortage of product such as water, and this actually does more harm than it does good.
If prices were allowed to be whatever people are willing to pay for whatever commodity such as water, then competition would flood the area with product, and that would actually help drive the prices down, and there would be no shortages.
This is just simple economic reality for humans on planet earth.
