This game came out in 2023. So it took me about a little less than 3 years to get my first level 5 high density office building. I think it took me a lot longer to get it because I don't think I played this game well, strategically-speaking.
One thing I forgot to mention in this video is have the elementary education indictor in the green, always. I think that helps with the growth of city. whenever you see the indicator in orange or red, that's when the growth slows down.
