If you use a laptop, tablet and has choppy cutscene playback problem, setting the device's power mode to "Best performance" may help.
I tried running the game on the Surface Pro 6 (Core i5 8250 - Intel HD 620 model without active cooling fan). In default power mode, the CPU frequency remains low during playback and causes choppiness. If I set the mode to "Best performance", CPU frequency stays high during the cutscene, thus fixes the problem.
