Prime Minister Raila Odinga has denied claims that Permanent Secretaries have been coerced to campaign for the proposed constitution. Raila said that just like any other Kenyan, Permanent Secretaries have a right to vote either 'Yes' or 'No'. The Premier also rubbished retired President Daniel Moi's threat to disclose land grabbers who were on the yes team, saying the Lands Ministry, which has the records, is better placed to do so.
