An easy fix as the obvious burnt out components were the problem. Other than that a tedious job and video owing to knowing nothing about dissembling the monitor. If you are just here for the fix then jump to 9 mins 42s . Most of the video is stumbling about re-assembling the monitor and is there for reference should anyone need it.
I may come across as flippant about discharging capacitors, but it is Best Practice to do so. It will avoid three problems. The first being from personal injury due to an electric shock. Secondly, possibly damaging test equipment from residual charge on any capacitor. Thirdly, erroneous reading from test equipment due to the residual charge.
