Roughly 18,000 people are held in New York’s local jails, according to Prison Policy Initiative.
While many of them are eligible to vote, NewsChannel 9’s Rachel Polansky found very few actually do.
“Just because I’m in jail, it doesn’t mean I don’t have the right to vote. I do have the right to vote,” said Noel Ciani, an inmate in the Oneida County Jail.
