The Digitally Enabled Community-Centered Early-Childhood Development Approach (DECEDA) is a pioneering educational transformation initiative led by Nkumba University, in partnership with the Uganda Communications Commission (UCC) and other stakeholders.
DECEDA is designed to bridge the digital divide in Uganda’s primary schools by promoting inclusive, technology-enabled learning environments, with a special focus on rural and underserved communities.
Rooted in the principle: “Before We Transform, We Must Understand,” DECEDA starts with deep engagement. Through comprehensive needs assessments, stakeholder mapping, and community participation, the project identifies specific barriers to digital learning and crafts targeted solutions that empower teachers, learners, and school systems.
