The tubular bind-off is nothing else but a variation of the Kitchener Stitch. Basically you are separating the knits and purl of a 1x1 rib stitch and graft them together to form a little mini-tube. This makes it appear as if you bound off in an invisible way and your ribbings end perfectly. The tubular bind-off thus requires a tapestry needle but it's also very stretchy.
